The City of Portland is seeking a strategic and visionary IT Director to lead and manage the City's Information Technology (IT) Department. As a key member of the City's Executive Team, the IT Director will report directly to one of the two Assistant City Managers and play a crucial role in shaping and executing the technology strategy City-wide.
The ideal candidate for this role is not only technically proficient but also deeply committed to building and leading a diverse, high-performing team. This individual will thrive in both the technical and human aspects of IT management, leveraging technology to support and propel the City's mission forward while recognizing that a successful IT strategy is built on collaboration, trust, and clear communication.
This position requires a visionary leader who can balance high-level strategic direction with day-to-day operations, and who excels in connecting with people at all levels to translate complex technical ideas into accessible, actionable solutions. The IT Director will work closely with City leadership to prioritize IT projects, manage resources, and drive innovative technology solutions that meet the City's needs.
Required Skills & Experience:
- Ten years of professional experience in the information technology field with at least five years in an executive or leadership role with significant supervisory and administrative responsibilities.
- Bachelor's degree in Information Technology, Computer Science or closely related field. Bachelor's degrees in other areas may be considered in connection with scope and duration of relevant professional experience.
- Comprehensive knowledge in IT infrastructure and systems management, cybersecurity and data protection, IT governance and compliance, user support and service management, cloud computing and virtualization, emerging technologies, and the Information Technology Infrastructure Library (ITIL).
- Extensive knowledge in budgeting and resource management, personnel management, project management, and strategic planning and management.
- Proven ability to lead and manage diverse IT teams, providing mentorship and empowerment, accountability, conflict resolution, and motivation to ensure high performance and collaboration across all levels.
- Demonstrated experience setting long term strategic goals in alignment with organizational priorities, and proven ability to develop the Department and staff to deliver on those goals.
- Excellent communication skills with the ability to convey complex technical information to non-technical stakeholders.
- Demonstrated ability to manage operating and capital budgets, identify new funding and revenue opportunities, conduct cost-benefit analysis for new technology investments, oversee procurement processes and contract management with the aim of ensuring cost-effective solutions and value for public resources.
- Strong organizational skills and proven ability to deliver strong performance and progress in a fast paced municipal environment with diverse business needs.
- Experience in introducing new technologies and managing transitions from legacy systems to new technology applications is desired.
Preferred Skills & Experience:
- Management experience in a municipal or public sector setting is preferred.
- A Master's degree in Business or Public Administration is preferred.

Salary & Benefits:
The full salary range for this position is $129,633 - $164,244 with the higher end for very experienced professionals who exceed the desired qualifications.
