The Tax Compliance Program Manager will help meet the analytic and regulatory demands of the new Supportive Housing Services taxes. This will require maintaining, updating, and revising income tax code and administrative rules. With the seasonality of income taxes, work fluctuates, allowing the position to increase the analytical capacity in the Finance and Regulatory Services Department (FRS) as the diversity of services and financing options for Metro increase.

As the Tax Compliance Program Manager you will:

  • Oversee income tax code and administrative rules.
  • Research, maintain, and recommend amendments to tax codes and administrative rules.
  • Monitor and regularly communicate to ensure compliance with all standards, policies, laws, rules, and regulations; conduct independent research to stay current with income tax law at the state and national levels.
  • Consult with the Fiscal & Tax Policy Director and/or the Office of the Metro Attorney to make potential revisions.
  • Provide outreach and education to taxpayers.
  • Respond to inquiries from 3rd party accounting professionals (e.g. CPA) related to excise tax filings.
  • Maintain publications related to tax compliance, including website publications and annual updates related to compliance, such as withholding tables.
  • Present analyses in a variety of settings, including public meetings.

  • A Bachelor's Degree in applicable area of study; AND
  • Four years of experience directly related to public finance, OR
  • Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position.

COMPENSATION AND REPRESENTATION

Based on the Oregon Pay Equity Act requirements, Metro's internal equity review process, and the candidates' qualifications, the appointment will typically be made between step 1 $84,739.20 to the equity range step 4 $98,092.80. The full-salary range for this position is step 1 $84,739.20 to step 7 $113,568.00 annually.

This position is not eligible for overtime and is represented by AFSCME 3580 Union. It is classified as a Program Manager. Classification descriptions are typically written broadly and do not include the specific duties and responsibilities of the positions.
