PRIMARY PURPOSE
The Assistant/Associate Dean & Title IX and Civil Rights Compliance Coordinator within the Office of Equity and Inclusion reports directly to the Dean of Institutional Equity and Inclusion. This role is primarily responsible for advancing a culture of equity, inclusion, and legal compliance across the College of Arts and Sciences, the Law School, and the Graduate School of Education and Counseling. The ideal candidate will possess extensive experience in Title IX and civil rights compliance, as well as a strong background in equity leadership and policy development. To be successful in this position, the individual must excel at coordinating institutional compliance efforts, leading educational initiatives, providing strategic consultation, and fostering a supportive, inclusive campus environment.
ESSENTIAL DUTIES
Institutional Equity Leadership
- As Assistant/Associate Dean of Equity and Inclusion, provide strategic consultation and leadership for diversity, equity, and inclusion programming, policy development, and institutional planning efforts across all three schools.
- Collaborate with institutional leadership, deans, faculty, staff, and student leaders to assess and improve institutional climate, access, and equity.
- Support and expand campus-wide learning opportunities and lead initiatives that advance a sense of belonging for all community members.
Title IX and Civil Rights Compliance- Serve as the College's Title IX Coordinator and lead compliance efforts under Title IX, Title VI, and related federal/state regulations.
- Manage the intake, investigation, referral, resolution, and documentation of complaints involving sexual misconduct and sexual harassment, and forms of protected class discrimination, bias and harassment that fall under TItle IX and Title VI.
- Coordinate prompt, thorough, and impartial investigations and responses to reports of sexual assault, relationship violence, protected class harassment, and discrimination. Oversee the investigative process, liaising with external investigators and conducting internal investigations when appropriate.
- Ensure timely, consistent communication with all parties, with diligent adherence to and follow-through with policy and procedural protocols.
- Maintain and update policies, protocols, and guidance to ensure institutional compliance and responsiveness.
- Collaborate and coordinate with institutional Deputy Title IX Coordinators. Recruit, train, and supervise Advisors and Hearing Adjudicators. Ensure formal processes are prompt, equitable, and thorough.
- Collaborate and coordinate with Deputy Title IX Coordinators and other campus partners in Human Resources, Campus Safety, Community Accountability and Conflict Education, Athletics, Campus Housing, Health Promotion & Wellness, Office of Student Accessibility, Spiritual Life, Deans, General Counsel, and others as needed.
Education & Prevention- Design, deliver, and coordinate, and collaborate on comprehensive training and prevention programs for faculty, staff, and students on sexual misconduct, discrimination, and related topics. Serve as the lead coordinator for annual training and education across particular constituents in the areas of Title IX and Title VI.
- Develop educational resources and conduct outreach efforts to raise awareness of reporting options, supportive measures, and rights under the law, often in coordination with campus partners.
- Maintain training records, write and contribute to annual reports, and work with others to ensure compliance with Clery Act, VAWA, Oregon House Bill 4164 (2024) (ORS 350.335, et seq.), and other relevant federal and state mandates.
Campus Response & Support- Lead the Bias Assessment and Reporting Team (BART); manage protocol implementation, case management, and community response.
- Oversee case management systems and maintain secure, confidential documentation (Maxient experience preferred).
- Ensure the availability and coordination of support resources for individuals affected by bias, discrimination, or harassment.
- Refer cases to and collaborate appropriately with internal disciplinary processes, including various relevant campus offices and personnel in alignment with institutional policies.
Policy & Assessment- Develop, implement, and revise institutional policies related to discrimination, harassment, bias, and Title IX in collaboration with key stakeholders.
- Coordinate and conduct regular climate assessments and compliance reviews as required by state and federal law; generate reports as needed.
- Advise senior leadership on systemic barriers and strategic equity priorities. Continue to improve systems based on feedback and implementation needs and concerns.

- Strong leadership abilities, with a demonstrated capacity to guide teams and stakeholders in implementing institutional policy and responding to sensitive issues.
- Excellent in conducting training and delivering educational programming, tailored to various audiences and institutional needs.
- Highly skilled in problem-solving and conflict resolution, able to navigate complex and emotionally charged situations with professionalism and diplomacy.
- Demonstrated commitment to promoting inclusion in the workplace by fostering a culture of respect, understanding, and fairness in all aspects of the role.
- Superior analytical skills with the ability to assess institutional climate, evaluate program effectiveness, and provide strategic recommendations for improvement.
REQUIRED EDUCATION / EXPERIENCE- Advanced degree (Master's, JD, or equivalent) in a relevant field such as Higher Education Administration, Law, Social Work, Public Policy, Mediation, Counseling, or related discipline.
- At least five years of progressively responsible experience in Title IX, civil rights compliance, or leadership roles related to inclusion and legal/regulatory compliance in higher education or a similar context.
- Demonstrated knowledge of applicable laws and regulations, such as Title IX, Title VI, ADA, Oregon HB 4164, and the Clery Act.
PREFERRED EDUCATION / EXPERIENCE- Experience working in higher education settings, particularly within institutions with complex organizational structures.
- Knowledge of best practices in student development, organizational change, and leadership strategies that promote a culture of belonging.
- Background in restorative practices or trauma-informed approaches to conflict resolution.
- Experience in case management and conflict resolution in institutional settings.
- Preferred Tech: Maxient (case management system)

PAY RATE- FLSA Status: Exempt
- Starting at $100,000 per year, with consideration for experience
