Assistant Controller

Description:

Salary Pay Range:$137,901.74-$186,617.49

Essential Functions:

  • Assists Controller with reporting of Tribal accounting records according to program requirements and Generally Accepted Governmental Accounting Principles.
  • Coordinates, reviews and approves timely and accurate reconciliations of all GL accounts.
  • Assists in the monthly, quarterly, and annual close.
  • Actively implements policies and procedures within the Department in line with best practices and as part of a strong system of internal control.
  • Prepares and maintains a variety of accounting/financial reports, worksheets, trial balances and monthly financial statements.
  • Oversees preparation of monthly general ledger entries and review of bank reconciliations.
  • Assists in accounting and financial analysis as requested by the Finance Officer and Controller.
  • Coordinates customer service activities, questions and concerns within the accounting functions.
  • Assists department and program managers with answering financial questions.
  • Assists with coordination of the annual financial and compliance audit of the Tribe's financial records.
  • Prepares workpapers and schedules used by auditors.
  • Assists Controller with preparation of annual indirect cost proposal for submission to Department of Interior National Business Office.
  • Ensures correct salary and wage payments, related reporting of taxes, and compliance with applicable regulations.
  • Assists with negotiations and additional information with IG Office as may be needed.
  • Assists in efforts to continually upgrade and improve the Tribe's financial accounting system and related processes.
  • Assists Controller in managing general ledger account structure to ensure proper presentation of financial statements and support of budgeting.
  • Performs a variety of other duties as assigned by supervisor.
Supervisory:
  • Provides direct supervision and support of the general accounting staff in the areas of accounts payable, accounts receivable, and payroll.
  • Manages workload assignments for accounting staff and provides technical training and support to accounting staff.
  • Works with the Controller and Finance Officer to ensure that hiring, training, promoting, assigning, disciplining and discharging of employees are in accordance with Tribal Law, including without limitation, the Tribal Employment Rights Ordinance (TERO).
  • Assures staff adherence to all policies and procedures, work, safety and administrative rule, Tribal Law and State Regulations.
  • Serves as a mentor, as requested, for Tribal career development.
Education, Experience, and Licenses:
  • Requires a Bachelor's degree in Accounting, Finance or a directly related field of study;
OR equivalent substantially relevant combination of technical training and/or experience.
  • Requires a minimum of five (5) years advanced accounting experience with three (3) years of management experience.
Driving Requirements:
  • This position may require driving.
Qualifications, Registrations, and Certifications:
  • Required to have advanced knowledge of software applications such as Word, Excel, and Access.
  • Technical focus involves a wide variety of duties using a general knowledge of Tribal policies and procedures including program funding requirements.
  • Must have knowledge of Generally Accepted Governmental Accounting Principles.
  • Duties require considerable judgment to work independently toward general accounting results.
  • Must devise new or modify and adapt existing accounting methods, techniques and procedures to meet new or unusual requirements.
  • Must have the ability to complete tasks quickly and accurately.
  • Requires excellent writing skills and grammar usage.
  • Must have the ability to speak effectively before groups of customers or employees of the organization.
  • Must have excellent interpersonal skills.
  • Excellent analytical skills are required.
  • Must have the ability to manage multiple priorities and complete tasks quickly and accurately.
  • Independent decision-making skills are necessary.
  • Knowledge of and sensitivity to Native American culture required.
Environmental Factors and Conditions/Physical Requirements:
  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 40 pounds.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • Supports a safe work environment by performing all duties in accordance with Tribal safety policies and procedures, and Emergency Management Plan.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.
  • Occasionally works ten hours or longer a day, nights and weekends.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
