The City of Sherwood is hiring an Emergency Management Coordinator!
Under general direction, the Emergency Management Coordinator will plan, organize and coordinate all programs and activities of the City's emergency management program; coordinate the City's response to local disasters and national security emergencies; organize, oversee and coordinate compliance with Federal, State and local regulations in regards to certifications, training and safety for Public Works department; provide responsible and complex administrative and operational assistance to the Public Works Director; and perform related work as required. May provide training and orientation to volunteers, students and newly assigned personnel on site policies and practices.

Emergency Management
- Organize and oversee day to day program management and administration activities involved in the City's Emergency Operation Plan, emergency training program and affiliation with regional emergency management organizations.
- Writes grant to solicit funding for the City's Emergency Management Programs.
- Plan and implement emergency management public education endeavors.
- Plan for, write and maintain the City's Natural Hazard Plan, Emergency Operation Plan (EOP), Debris Management Plan, Disaster Recovery Plan and additional documents as appropriate.
- Participate in community outreach planning for emergencies and assist with mitigation planning efforts and released documents.
- Participate on the Local Emergency Planning Committee, and all pre-disaster mitigation planning efforts for the City.
- Conduct tabletop, functional and full scale exercises, prepare exercise reports and after action reviews and provide instruction and conduct exercise with local Incident Management Team.
- Provide state, federal or other related data tracking related to City emergency management.
- Maintain and exercise the City Emergency Operation Center (EOC) and communications equipment.
- Provide City staff training related to emergency management and staffing positions throughout the EOC.
- Maintain the Continuity of Operation Plan for the City, evaluate existing plans and make recommendations for improvements.
- Develop and guide the Public Safety Grant program and grant application process. Ensure maximum utilization of grant opportunities for Emergency Preparedness and related projects. Coordinate response for any applicable disaster reimbursement efforts following an official disaster declaration. Ensure sound fiscal management of the Emergency programs to meet budget targets.
Public Works Safety and Training - Development and oversight of a comprehensive safety and training program requiring extensive knowledge of Federal, State, local laws and regulations governing certification requirements of Public Works staff.
- Provide leadership and oversight to maintain a highly effective safety culture through employee engagement and collaboration.
- Monitor, report, benchmark, and trend safety data and utilize this data to align operational safety program with city polies and strategies.
- Monitor safety regulatory compliance requirements to ensure program compliance, interface with regulatory agencies.
- Lead the Hazard Identification and Critical hazard process, including confined space entry fall protection, cranes and rigging, lockout/ tagout and work permitting and emergency preparedness. Ensure safety standards are being followed and employees implement the protocols with OSHA requirements. Collaborate with Risk regarding incident investigations and root cause analysis to ensure learning is maximized and recommendations are effective from both a prevention and a recovery perspective. Review incident reports, analyze and steps necessary that action plans are carried out.
- Oversee operation safety certification tracking and training and support local safety committee.
- Provide oversight of day-to-day operations of the City employees and emergency management programs and procedures in conformance with City policies. Lead development, implementation improvement of programs and initiatives to ensure the health, safety and well being of employees. Ensure compliance with all safety regulations across the department.
- Participate in the Citywide Safety Committee.
- Maintain and update safety manual and all safety policies and procedures in conjunction with Risk Management.
- Request bids, contact venders, make recommendation, evaluate costs, and order material related to the safety program.
- Research changes in laws, analyze how the changes affect current City procedures, developed, and instruct staff on new laws, procedures, and policies.
Outreach - Develop, coordinate, and produce public information products such as brochures, fact sheets, website and social media content, and other informational, educational, and promotional materials. May plan, direct, coordinate and/or support the planning and coordination of events such as public forums, project open houses, and community activities.
- Prepare and distribute printed and electronic information and materials related to Public Works programs.
Auxiliary Duties: Undertake special projects and research as directed. Provide assistance to other City Departments as workload and staffing levels dictate. Maintain proficiency by attending training and meetings, reading materials, and meeting with others in areas of responsibility. Maintain work areas in a clean and orderly manner.
Typical QualificationsKnowledge of: Public safety activities, procedures, Federal, State and local laws, and use and safety precautions related to a wide variety of equipment. Knowledge of project and process management. Knowledge of assorted emergency management related computer software applications such as WebEOC, EM Systems, Code Red, etc.
Ability to: Identify, analyze, and address problems in a timely and effective manner. Establish, maintain, and foster positive and harmonious working relationships with co-workers and others contacted during the course of work. Create and deliver training and outreach presentations to large and diverse groups.
Education and Experience: Typical education would include Bachelor's degree from an accredited college or university in Emergency Management, Business Administration, Public Administration, Occupational Health or related field. Typical experience would include a minimum of 3 years specializing in emergency management, public safety, risk management, program administration or closely related field; or any satisfactory combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above duties. One (1) year of work experience in the development, coordination, and delivery of a public information and communication or community outreach program
Special Requirements/Licenses:
The position requires the ability to be available on short notice for emergency situations. During activation of the City EOC, relocation or visits to emergency or disaster sites within the city may be required during response and recovery operations. Must be available for call-back during significant emergencies and disasters. Possession of valid Driver's License. Possession of Incident Command Series Certification.
SUPPLEMENTALINFORMATION: Physical Demands: While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach and manipulate objects. The position requires mobility. Duties involve moving materials weighing up to 35 pounds on a regular basis such as files, books, office equipment, etc., and may infrequently require moving materials weighing up to 50 pounds. Manual dexterity and coordination are required less than 50% of the work period while operating equipment such as computer keyboard, calculator, and standard office equipment.
Working Conditions: Usual office working conditions. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises.
