The Housing Navigation Manager, Multnomah County supports the MRAP program and staff and reports to the Supportive Housing Services Director. They are responsible for leadership and management in all aspects of the MRAP program. This position provides direct supervision to MRAP team members, ensures the team meets expected performance outcomes, cultivates a positive and accountable team culture, provides statistical and analytical documentation to demonstrate program effectiveness, and partners with the SHS Director to develop and maintain relationships with funders and other stakeholders. The position ensures that services, program activities, and decisions align with the agency's mission and values of both the SHS Team and New Narrative.

Responsible for hiring and training staff, developing, and updating policies and procedures, implementing program systems/structure, and tailoring forms to meet the needs of the program, representing the SHS Team's expansion through Metro Bond funding in Multnomah County. The position assumes responsibility for the professional development of team members, ensuring service delivery meets the standards of SHS Team/New Narrative, and leading team to generate outcomes that meet (or exceed) those specified in the contract with funder. The position has oversight of the MRAP program in terms of HMIS data, compliance, reporting, and training.

Accountabilities: (Responsibilities of the job include:)

  • Program Management: Manage daily operations of MRAP, including service delivery, performance outcomes, and participant engagement.
  • Program Management: Ensure thorough, timely, and accurate documentation of participant services.
  • Program Management: Understand MRAP contracts, budgets, and outcomes; contribute to program tracking systems, audits, and reporting.
  • Program Management: Conduct chart audits and provide staff coaching on documentation and compliance.
  • Program Management: Ensure team practices align with Housing First, Supportive Housing Services, Person-Centered Care, Intentional Peer Support, and Critical Time Intervention models.
  • Program Management: Promote participant advocacy and self-advocacy.
  • Supervision & Team Development: Hire, onboard, train, and coach MRAP staff, ensuring complete orientation to New Narrative and SHS expectations.
  • Supervision & Team Development: Conduct regularly scheduled supervisions
  • Supervision & Team Development: Lead weekly MRAP team meetings focused on outcomes, communication, and accountability.
  • Supervision & Team Development: Support staff in professional development through ongoing coaching, certification pathways, and training access.
  • Supervision & Team Development: Ensure timely completion of Relias and all mandatory trainings.
  • Supervision & Team Development: Review and approve timesheets; ensure HR-related documentation is submitted accurately and on time.
  • Leadership & Departmental Responsibilities: Meet weekly with the Supportive Housing Director for supervision, program updates, and alignment.
  • Leadership & Departmental Responsibilities: Attend SHS leadership meetings and contribute to the department's vision, culture shift, and strategic priorities.
  • Leadership & Departmental Responsibilities: Contribute to cross-program consistency and collaboration across SHS programs (e.g., RAP, SSICM, Outreach, Re-Entry, etc.).
  • Leadership & Departmental Responsibilities: Support the SHS Director with policy and procedure development, SOP implementation, and audit preparation.
  • Leadership & Departmental Responsibilities: Participate in departmental monitoring cycles, including data quality reviews, case conferencing escalation, and corrective action planning.
  • Leadership & Departmental Responsibilities: Collaborate with SHS leadership to strengthen communication systems, ensure equitable supervision practices, and support agency-wide culture initiatives.
  • Leadership & Departmental Responsibilities: Model respectful, accountable leadership and promote a team culture of transparency, mutual feedback, and recognition of achievements.
  • Partnerships & External Relations: Work with the SHS Director to build and maintain relationships with funders, landlords, county partners, and community stakeholders.
  • Partnerships & External Relations: Represent MRAP and SHS at community meetings, county partner tables, and agency-wide initiatives.
  • Partnerships & External Relations: Assist in identifying and acquiring new supportive housing services opportunities in alignment with SHS and New Narrative's mission.
  • Data & Reporting: Provide statistical and analytical documentation to demonstrate program effectiveness and compliance.
  • Data & Reporting: Utilize and train MRAP staff in HMIS; conduct data quality checks and ensure timely report submission.
  • Data & Reporting: Support SHS leadership with HMIS oversight, coordination, and training across programs as assigned.
  • Other Duties: Perform other responsibilities as assigned by the Supportive Housing Director to support SHS department growth and success.

  • Education/Certificates/Licenses/Registration: A minimum of one year experience working in mental health or related field. Must have valid CPR and First Aid Certificate. Qualified Mental Health Associate (QMHA) with a Degree in Psychology or related field preferred.
  • Experience/Qualifications: 2 years of supervisory experience preferred. Experience in leadership roles in social services or supportive housing preferred. Must have experience working with marginalized populations: homeless/houseless individuals, individuals with SPMI diagnoses, substance abuse issues, criminal histories, and otherwise facing barriers to reaching housing and other life goals. Experience designing and implementing new programs preferred. Knowledge of Fair Housing, Landlord-Tenant Law, Supportive Housing Services model, Housing First, Peer-Based Models. Knowledge of all administrative rules and other applicable laws and regulations, along with acceptable program practices and guidelines. Understanding community mental health systems, funding streams, homeless resource systems, and housing resources.
