Starting Wage Range: $68,091.85/yr. - $87,692.49/yr.

This position will primarily serve the Portland-metro area and be primarily based out of the Tribe's Portland office.

Job Summary:

Assist families in achieving stability and behavioral changes where child safety issues are present. Families served may include those in which children are at risk for out of home placement due to abuse or neglect as well as children currently under the jurisdiction of a dependency court as a result of abuse or neglect. This position will provide case management services to children and families which can include variable hours of instructional in-home parenting, mentoring, monitoring and connecting families to appropriate resources.

Essential Functions:

• Assesses and develops family plans to promote behavioral change and promotes family stability to address child safety issues by using a strengths needs assessment philosophy to develop an appropriate plan for families.
• Develops case plans with families and works directly with them to assist in completing service agreements.
• Coordinates and attends family unity and provider meetings.
• Works with service providers to assure that families are receiving appropriate services.
• Provides direct in home services to families including parenting, home safety, budgeting life skills and appropriate community resources by meeting with families on a regular basis to provide education and hands on instruction on a variety of topics.
• Provides information and directly connects families and youth to appropriate community resources to meet their needs.
• Builds families capacity to provide a safe and stable environment for their children.
• Provides Case Management to families whose children are candidates for out of home placement as well as families whose children are in an out of home placement.
• Participates in weekly case staff meetings.
• Assures families are connected and participating in appropriate services, treatments and benefits to promote behavioral changes and family stability.
• Addresses safety concerns appropriately for children through the duration of the family plan/case plan.
• Monitors progress through appropriate face to face contact, family unity meetings, and contact with service providers.
• Coordinates visitation (supervised and unsupervised).
• Assures case files are current and accurate.
• Identifies child protective service concerns that place Tribal children at risk for out of home placement.
• Responsible to assess child safety throughout the duration of work with the family
• Serves as a mandatory reporter and makes appropriate referrals back to the Children & Family Services Intake Specialist, CFS Investigator or other appropriate personnel.
• Accompanies Investigator as appropriate.
• Appears in State and Tribal Court and provide testimony and recommendations to the Court.
• Prepares necessary documentation for court proceedings and serves as an expert witness for Indian Child Welfare cases
• Transports Clients to appointments, assists CFS staff as needed and provides education to the community.
• Performs a variety of other duties as assigned by supervisor.

Education, Experience, and Licenses:

• Requires an Associate's degree in Social Work, preferred Bachelor degree, or a closely related field of study; and a minimum of two (2) years' experience in Human Services or substantially related experience.
• OR equivalent combination of education, training and experience.
• Must maintain a valid Oregon driver's license or obtain one upon hire, qualify for the Tribe's vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:

• Performs work in a fast-paced and stressful environment where incumbent must multi-task to complete work assignments
• Requires a First Aid/CPR Certificate
• Must have the ability to work with angry or disgruntled clients in a cooperative and effective manner and to respond courteously and tactfully to complaints and client requests, and to maintain confidentiality.
• Requires a working knowledge of current parenting practices and of the Indian Child Welfare Act.
• Requires a working knowledge of Safety and Risk Assessment Tools
• Requires knowledge of Native American culture and values.
• Must have ability to communicate effectively, both written and orally.
• Requires demonstrated skills in handling crisis/hostile environments.
• Requires working knowledge and proficiency in use of office equipment and computer software such as Microsoft Word, Excel, Power point, and Outlook.
• Requires excellent verbal and written communication skills, business and telephone etiquette.
• Must have the ability to work at times with minimal supervision.
• Must have excellent organizational skills, attention to detail and record keeping skills.
• Knowledge of and sensitivity to Native American culture required.

Environmental Factors and Conditions/Physical Requirements:

• Continually requires the ability to express or receive detailed information or important instructions through oral communication.
• Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
• Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
• Occasionally requires lifting of up to 40 pounds.
• Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
• This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
• May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.
• Local travel is occasionally required. Travel outside of the state is infrequently required.
