Position overview

We have an opportunity for a permanent, full-time Manager, Resource Planning in the Operations Department. Reporting to the Director, Service Delivery and Resilience the Manager, Resource Planning will provide strategic and operational leadership for forecasting, scheduling, workforce planning and deploying resources to support efficient IOC and airport operations shift working teams.

This role ensures optimal staffing coverage, supports operational decision making, and maintains full compliance with collective agreements, privacy requirements, and organizational standards. The Manager leads a team of Resource Planners, strengthens scheduling programs and systems, and plays a critical role in supporting irregular operations, emergency activations, and enterprise resiliency efforts.

Key responsibilities include:

  • Ensure appropriate staffing levels and resource coverage through proactive scheduling, forecasting, and analysis.
  • Collaborate with Operations Managers to adjust staffing levels in response to operational variances, service demands, and disruptions.
  • Provide leadership, guidance, and operational direction to Resource Planners during rapidly evolving or off nominal operating conditions.
  • Support operational departmental budgets to meet financial targets.
  • Lead the implementation of new processes, systems, and operational changes to support organizational goals and enhance scheduling efficiency.
  • Build relationships between teams and other internal departments to foster cross-functional collaboration
Key qualifications include:
  • Minimum 5+ years of experience in workforce planning, scheduling, operations, or related disciplines in aviation or operational management, in a decision-making role, with minimum of 3 years of people management, preferably in a unionized environment.
  • Bachelor's degree in business administration or equivalent combination of education and relevant experience.
  • Strong knowledge of scheduling practices within unionized work environments and collective agreement interpretation.
  • Excellent leadership, coaching, team development, and conflict resolution skills.
  • The ability to organize and facilitate effective communication between multiple stakeholders within the airport community.
  • Strong understanding of baggage system and contingency plans.
  • Strong organizational skills and attention to detail.

Although not required, French language skills are an asset as we are committed to providing bilingual services to our visitors and passengers. This position is open to Vancouver Airport Authority employees only. Previous job performance will be taken into consideration for all internal candidates that apply for this position.

Salary Range: Excluded: $105,680 to $158,520 per annum, based on 37.5-hour work week. This is individually tailored to reflect your unique experience, qualifications and internal equity.

Performance-Based Incentive: Eligible for an annual bonus target at 15% of your annual salary.
