[QMHA] Compliance Specialist- Youth Services (34915)

Summary:

This role promotes and supports quality of services within the organization, by completing key administrative tasks related to New Narrative's Youth and Family Programs. This role will be the agency's subject matter expert in Youth and Family Oregon Administration Rules and Oregon Regulatory Statutes. In partnership with the Quality and Impact Department this role works collaboratively with the youth program staff to ensure high quality data entry, records management, and reviews to meet participant, auditor, contract, and staff requests. The position will help evaluate participant satisfaction, track contract and licensing requirements, and support compliance and coordinate with program staff around ad hoc projects as needed.

Essential Duties and Responsibilities:

Program and Participant Support

  • Coordinates with program participants in reviewing PHI requests, obtaining necessary documentation, advocacy amongst grievances and consumer feedback, and other projects, as necessary
  • Assistance in a consumer survey planning, administration, data pulls, and analysis
  • Conducts chart reviews to assess medical necessity, ensure record compliance, and predict training needs with support from senior leadership.
  • Review incoming participant safety plans to ensure reasonable expectations.
  • Review ongoing updates and staff utilization of safety plans to ensure compliance and mitigate liability.
  • Complete internal quarterly reviews and external bi-annual Child Welfare Treatment Services audit for contract compliance and quality of care.
  • Utilize Power BI Reports to monitor service delivery and track participant and program outcomes.
Regulatory Compliance
  • Support with Child Caring Agency (CCA) applications and ongoing maintenance of CCA status.
  • Support with Staff credentialing, including tracking program staff's individual and state credentialing, as well as any ad hoc credentialing needs as identified by QI, Human Resources, Billing, or Finance
  • Maintain an internal database of staff credentials, active background checks, and training records.
  • Monitor initial and ongoing training completion to maintain compliance with contract requirements for staff training.
  • Assists as needed in investigations regarding critical incidents, grievances/complaints, CPS cases, appeals, etc.
Database Support
  • Support with the maintenance of user profiles and assist end-users as needed.
  • Assist teams in chart compliance by uploading scanned documents and attachments from referral sources and external providers.
  • Directly coordinate with New Narrative Pharmacy staff to support data entry, data transfer, and data retrieval between databases for program participants.
  • Upload and maintain external databases and mandated outcomes reports, including but not limited to Child Welfare Tracking Measures, Collective Medical, state outcomes tracking (MOTs/ROADs), etc.
  • Supports Health Systems Administration, Billing Department, and sole contributors in correcting EHR data errors.
Other
  • Attends bi-monthly supervision with program specific supervisor and engages in regular consultation with Sr. Director of QI and QI Team.
  • Attends program specific and agency wide meetings as directed to support with department needs.
  • Coordinates with state contract partners for compliance and regulatory needs and ad hoc consultation needs.
  • Completes ad hoc quality assurance projects as identified by program and agency leadership.

Education/Certificates/Licenses/Registration: QMHA or ability to obtain within 6 months of hire, demonstrated by education or relevant clinical experience.

Experience/Qualifications: Strong knowledge of State and Federal rule sets applicable to Youth and Family services and experience working in direct service with transition-aged youth and/or young adults, and familiarity with legal terminology. Experience working with ODHS Child Welfare is strongly preferred. Credible and HIPAA compliance is recommended. A minimum of two years providing administrative support within a youth-serving healthcare environment preferred.
