Senior Manager Duties

As a Senior Manager you will:

  1. Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.
  2. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  3. Oversee the revision of long range plans, goals and objectives for the work directed.
  4. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  5. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.
  6. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.

  • Directs, plans, and evaluates all aspects of the statewide Taxpayer Advocacy Program through subordinate managers and technical staff. Establishes strategic priorities, ensures alignment with TAS and IRS mission objectives, and oversees program execution to protect taxpayer rights and reduce burden. Monitors program performance, identifies systemic issues, and ensures appropriate resource allocation to achieve program goals. Provides leadership in implementing national initiatives and adapting them to local needs.
  • Provides executive oversight of complex and sensitive taxpayer cases, including those involving significant hardship or requiring issuance of Taxpayer Assistance Orders (TAOs). Interacts with IRS senior leadership to negotiate resolutions and ensure timely corrective actions. Ensures consistent application of TAS authorities, policies, and procedures in resolving taxpayer issues. Supports subordinate managers in addressing high-impact or precedent-setting cases.
  • Serves as the primary TAS representative to Congressional offices, federal and state agencies, and external stakeholder organizations. Regularly meets with Congressional staff, government officials, and professional organizations to discuss taxpayer issues, IRS policies, and legislative concerns. Represents TAS at public forums, conferences, and practitioner events, delivering tax related educational presentations as well as presentations and material on taxpayer rights and advocacy services. Builds and maintains strategic relationships to promote voluntary compliance and improve tax administration.
